Position I: Easily handles and maneuvers standard loads as a 4-wheel transport. Position II: With the chime hook engaged and a press of the foot pedal, the frame tilts a 30 or 55 gallon steel drum to a balanced position to maintain 4-wheel contact even with half empty bottom heavy drums.
